Join moderator Carrie Summerlin with presenters Alex Nock and D’Arcy Philps of Penn Hill for a focused, practical briefing on how current federal actions are reshaping higher education—and what they mean for business schools today. The session will unpack outcomes from the RISE (Reimagining and Improving Student Education) Committee’s negotiated rulemaking, including the proposed definition of Professional Degrees for student loan purposes, and clarify what happens after negotiated rulemaking concludes and how institutions can still share input. Attendees will gain insight into likely implementation timeframes, and potential changes to repayment plans, and impacts on public service loan forgiveness.

Presenters:

Carrie Summerlin is Executive Vice President and Chief Learning & Engagement Officer at AACSB International. Her portfolio includes oversight of conferences, learning programs, advocacy, marketing and communications, public relations, and stakeholder outreach. With a focus on innovation, global reach, and operational excellence, Carrie works to strengthen AACSB’s role as a leading voice in business education. She brings over 20 years of experience in association and nonprofit management, with a background spanning membership, professional development, marketing, research, and academic engagement.

Alex Nock brings 25 years of experience in Federal education, disability, labor and health policy to Penn Hill Group. During his time in Washington, DC, Nock has been a part of every major piece of Federal education and disability policy legislation.

At Penn Hill Group, Nock manages an array of clients across the full spectrum of policy areas. He helps clients identify and secure their policy goals with Congress, the Administration, and congressional and presidential campaigns. He also helps clients better communicate their policy goals and objectives to policymakers and the public.

 

D’Arcy Philps brings nearly 25 years of experience in federal education, workforce, and social policy to Penn Hill Group.  He advises colleges, universities, associations, and education providers on legislative and regulatory strategies before Congress, federal agencies, and the White House. Previously, he served as Vice President at Van Scoyoc Associates and as a professional staff member on the U.S. House Committee on Education and the Workforce, where he helped draft major legislation including the Workforce Investment Act, TANF, and the Higher Education Act Amendments of 1998.
