JPG Files (web) 
This format is used to display images over the Web. JPG or GIF compresses file size by selectively discarding data.   If the logo will be used on the Web, use a GIF or JPEG.

A special half-inch version of the seal has been made for use in magazine ads where limited space is available.  These are not intended for web sites.

TIF Files 
TIFF (or TIF) is used to exchange files between applications and platforms. TIFF is a bitmap image that is supported by virtually all paint, image-editing, and page-layout applications.

EPS Files
Virtually all page layout, word-processing and graphic applications accept imported or placed EPS files. You can't actually open the eps file but you can import or place it. You may or may not actually see the logo (depending on how the preview for the file is saved and the program it is being placed into, you might only see a box) but it will print.  If the logo will be printed by an offset press, use an EPS or TIFF.  If the logo will be placed in a program and then turned into a pdf, use an EPS.
 
The gold seal may be used in 4 color applications with dark backgrounds.
